What the village code calls inoperable
University Park keeps its vehicle rules in Chapter 430, and they’re broader than most people expect. A car counts as inoperable once its engine, wheels or other parts have been removed or altered for seven days so it can’t run. Repairs that wrap up in six days or less are excused.
Section 430-02 then declares any inoperable or abandoned vehicle in public view a nuisance, on a driveway as much as on the street. The exemptions are narrow: a car kept inside a building, an operable historic vehicle over 25 years old, or one at a wrecking business. On a highway the clock is shorter still, since police may tow an abandoned car there after 10 hours.
So the sedan that hasn’t left the parking bay since spring is already a code issue, even if nobody has knocked yet.
Paved spaces, parking bays and loading room
The village grew out of a 1960s plan, first as Wood Hill and then Park Forest South, and the housing is mixed. About 48% of units are detached houses, 22% are townhouses, roughly a quarter sit in buildings of two or more units, and a little over 4% are mobile homes.
Section 440-10 requires every vehicle to sit on an approved off-street space. No grass, dirt or gravel, so a dead car can’t be shoved onto the side yard to buy time. Overnight, cars may use designated parking bays, but from 2:00 to 6:00 a.m. parking is barred on the side of any street with a fire hydrant within 1,000 feet.
Trucks over 8,000 pounds can’t park in the village except while loading or unloading, and loading your car is exactly what our stop is. From I-57, exit 337 at Stuenkel Road and University Parkway brings the truck straight in.
Prep for the tow truck
Clear out the glove box and trunk, and pull the plates. On paperwork: list what you have, whether that’s a title, a registration card, a bill of sale or just your ID. Illinois rules set which papers can transfer a car for scrap, and we’ll say on the call whether yours are enough. A short written record of the sale protects you afterward, and our guide to an Illinois bill of sale for a junk car shows what belongs on one.
Payment happens at pickup, as soon as the car is on the truck. Neighbors in Park Forest, Steger and Frankfort get the same free towing, and the full list is on our service area page.
Selling a car in University Park: common questions
Will University Park tow a dead car from my own driveway?
It can. Section 430-04 says an inoperable or abandoned vehicle on private property must be disposed of immediately once police or code enforcement give written notice. Selling before a notice lands leaves the timing in your hands, and our tow costs you nothing.
Can you pick up a car parked in a shared parking bay?
Usually, yes. Overnight parking in designated bays is allowed under § 440-09, so plenty of cars live there. Tell us which bay, whether the car rolls, and whether anything boxes it in; the driver just needs clear room to load it.
My registration sticker expired. Does that matter?
For the village it does: § 430-01 counts a car without a current registration sticker or plate as abandoned. For a sale to us it isn't a dealbreaker. Tell us which documents you have, and we'll go over what Illinois requires for a scrap sale.
