Phoenix is tiny: under half a square mile, about 1,700 residents, and wrapped on every side by Harvey and South Holland. Halsted Street is the only major road inside the boundary, so nearly every pickup here starts with a turn off Halsted onto a short residential block.
A village that grew up next to Harvey
The village started as a subdivision called Phenix Park, just outside Harvey, which was dry at the time. When annexation came up, residents voted on August 29, 1900, to incorporate on their own instead. Halsted Street used to mark Harvey’s eastern edge, and early factories lined the strip between the Illinois Central tracks and Halsted.
That history explains the layout. Blocks are compact, most homes (79.8%) are detached houses, and the car you want gone is probably in a driveway or at the curb out front.
What Phoenix’s code says about dead cars
Three rules matter. First, a partially dismantled, nonoperating, wrecked or junked vehicle can’t be left on any street, period. Second, an inoperable vehicle, one that can’t run under its own power for at least seven days, is a nuisance on public or private property. Third, once the village or police send written notice, the owner has to get rid of it, and police can remove and impound it if that doesn’t happen.
Overnight, no car may sit on a Phoenix street for more than 30 minutes between 2 and 5 a.m., with an exception only for physicians on emergency calls. Even a car that runs can’t spend the night at the curb.
The sale, the papers and the bill of sale
When you call, have your title nearby if you can find it. If you can’t, tell us which other papers you have, such as registration, an insurance card, a bill of sale and your ID. Illinois rules decide which of those can back a scrap sale, and we confirm before the pickup. A written bill of sale protects you once the car is gone; our guide to the Illinois junk car bill of sale lists what it should include.
We charge nothing to tow it, and payment is made when it’s picked up. Phoenix’s two neighbors, Harvey and South Holland, are in our coverage too, along with the other towns on our locations page.
Selling a car in Phoenix: common questions
How much snow triggers the Phoenix parking limit?
Just over one inch. Once snow on through streets and bus streets is deeper than one inch, parking there is limited to short loading stops from the start of the snowfall until eight hours after it ends, and again during snow removal. A dead car on one of those streets is a towing risk.
Does Phoenix require a village sticker on a car I'm selling for scrap?
Phoenix requires a village license for residents who drive on village streets, and it expires December 31. A junk car that stays put until our pickup doesn't need a new one for the sale. We focus on ownership papers, which Illinois rules govern.
