How Skokie decides a car is abandoned or inoperable

Skokie’s code runs on two clocks. A car is “abandoned” as soon as it’s in such bad shape it can’t be driven, or once it hasn’t moved for seven straight days and looks deserted; leaving one on a street, or on anyone’s land but your own, is unlawful. A car is “inoperable” when it has gone two weeks unable to move under its own power because an engine, wheels or other parts are missing or broken.

An inoperable car that the public can see is a nuisance whether it sits on the street or in your driveway. The exceptions are narrow: kept inside a building, an operable historic vehicle over 25 years old, or a junk or wrecking business. If police end up towing it, you have to pay every towing and storage charge before you can get it back.

Snow days and alternate-side parking

Skokie’s snow rule is about daytime sides of the street. Once the village determines that 2 inches or more of snow has piled up, alternate-side rules apply on all roadways from 8 a.m. to 6 p.m.: park on the even-numbered side on even dates, the odd side on odd dates. Some blocks are exempt on weekends and holidays.

A car that won’t start can’t switch sides, so a dead car at the curb in winter is a ticket risk every snow day.

Picking up on Skokie’s grid

Skokie’s half-mile grid makes addresses easy to find. Give us the block (for example, between Oakton and Main), and tell us whether the car is in a driveway, a garage, an apartment lot or on the street. About 27% of housing units here are in buildings of five or more units, so the car may be in a shared lot; ask the manager about access for a tow truck.

If insurance has already declared the car a total loss, read our guide to handling a totaled car in Illinois before you call, since the title situation may differ.

Have the title ready, plus your ID. Title lost? Describe the documents you still have, such as registration or an insurance card, and we’ll tell you what Illinois accepts for a scrap sale.

Selling a car in Skokie: common questions

Can my Skokie vehicle license move to the car I buy next?

Yes, if you apply. When you dispose of a car that carries the village license, Skokie lets you transfer the license to a newly acquired vehicle for a fee, plus any difference if the new car is in a higher class. It can never be transferred to another person, so it doesn't come with the junk car.

Someone else's broken car has been left in my parking space. Can you take it?

That car isn't yours to sell, so it's a matter for the village, not a junk buyer. Under Skokie's code, a vehicle abandoned on someone else's private property can be removed with the property owner's written consent after 14 days. Call the Skokie Police non-emergency line about it.
