Expired plates count as inoperable here
Joliet’s definition of an inoperable vehicle is wider than the usual “won’t start” test. Under § 19-232, a car qualifies if it’s too wrecked or dismantled to drive legally or safely, or if it simply lacks valid displayed plates or registration. Expired counts. Suspended counts.
Section 19-233 then bans storing an inoperable or abandoned vehicle on any property in the city unless zoning specifically allows it. The ticket doesn’t have to go to the car’s owner: it can go to the property owner, a tenant or a lessee. Renters with a dead car in a shared lot, and landlords with one left behind, are both exposed.
If the city posts a notice of intent to tow a car on private property, § 3-150 gives the owner 3 days to ask for an emergency review or 7 days to request an administrative hearing.
Street time limits and snow
On the street, the cap is 48 consecutive hours (§ 19-138), and that covers alleys too. After 2 inches of snow in 24 hours, street parking ends until plows finish, except for a few listed stretches such as Pine Street from Western Avenue to Division Street. Some blocks are also posted “parking by permit only” under the residential permit program.
So the dead car can’t simply move to the curb while you decide. Tell us where it is now:
- a house driveway or garage (about 70% of Joliet homes are detached houses)
- an apartment or condo lot, with the space number
- a shop or storage lot, with whoever holds the keys
Downtown, IL-53 runs as a one-way pair on Scott Street northbound and Ottawa Street southbound, so give the cross street and the side of the road. Same-day pickup is often possible across the city.
Selling it: the paper side
List the papers you have, from the title and registration to an insurance card or your ID. Illinois rules govern which of those papers are valid for a scrap sale; we’ll confirm yours on the call. If an insurer has written the car off, our guide to what to do with a totaled car in Illinois covers the salvage title side.
Pickup is when you’re paid, and the tow is on us. We also buy in Lockport, New Lenox and Plainfield, with more listed on our service area page.
Selling a car in Joliet: common questions
My car runs but the plates expired. Is that a problem in Joliet?
It can be. Section 19-232 counts a vehicle without valid displayed plates or registration, expired or suspended, as inoperable, and § 19-233 bars storing one on any property unless zoning permits it. Renewing the registration or selling the car are the two ways out.
How long can a car sit on a Joliet street?
Forty-eight consecutive hours under § 19-138, and less after a big snowfall: when 2 inches or more falls in 24 hours, § 19-142 bans street parking until removal is finished, apart from a few listed blocks. Cars left out can be towed.
Can you pick up from a Joliet repair shop?
Yes. If a shop is holding your car and the repair isn't worth it, give us the shop's address and let them know we're coming. The tow costs nothing, and payment happens at pickup once the paperwork we discussed on the call is in order.
